Enabling housing development at Ramside Hall, Durham 

Any new development in the Green Belt around Durham will face difficulties. Other consultants had told the owner of Ramside Hall Hotel he had little chance of success when he wanted to apply for planning permission to build houses that would fund the expansion of Ramside Hall Hotel. Working closely with the owner John Adamson, Steve Hesmondhalgh led the project team that successfully obtained planning permission for 34 new houses in the green belt countryside around Ramside Hall.  

Our work involved extensive negotiations with the council planners. While the project was complex the planners always made it clear they wanted to see new investment in County Durham and our good relationship with the council was the key to the success of the project. We worked alongside legal representatives in negotiating the complex section 106 agreement, overcoming a number of difficult constraint issues including ecology, archaeology and transport issues, overseeing financial and economic reports and finally, representation at committee.

Steve Hesmondhalgh & Associates Ltd continue to advise John Adamson on the delivery of this exciting new development.

Kirklevington

From the initial enquiry through to the approval of planning permission for 145 homes.
The owners of land on the edge of Kirklevington village approached Steve Hesmondhalgh & Associates to ask whether their land had potential for housing development. Steve found a developer to take on the project and worked with Jomast Developments to deliver a planning application for the site.

From difficult consultation of the local community and a complex planning process involving highway issues, design problems and a whole range of objections the team at Steve Hesmondhalgh & Associates steered the application through to approval at Committee. Finally, after further work on the terms of the Section 106 agreement, planning permission was granted in 2017.

Middleton Cottages

Smaller scale farm diversification projects can be as complicated as any large scale housing or tourism project.  

Steve was approached by farmer David Bainbridge and asked if there was potential to remove a range of modern farm buildings and replace these with new purpose built holiday cottages. The key to the approval of the scheme was the recognition by the local Council that there were economic benefits associated with the project and additional tourism benefits built into the project to encourage customers to stay at the farm and reduce the use of private cars.

The completed scheme is a great success and has the look of a range of converted outbuildings that might have always been there.  

Steve continues to work with David Bainbridge on a range of new projects.

Middleton St George

The village of Middleton St George has been a location for a number of new housing proposals in recent years.  

A 21 acre parcel of land had seen only limited promotion from a previous landowner but Steve Hesmondhalgh & Associates had been asked by a new owner whether the land had potential for housing. Difficult public consultation exercises followed, but the guidance of the team took the project through to approval for 200 new homes.

Development is expected to start in early 2018.

Angrove Country Park

Alan Petch farms an extensive area of land between Great Ayton and Stokesley in North Yorkshire. Alan asked Steve to consider a range of diversification schemes on a larger scale at the farm.

Over a period of several months the proposals for the farm were considered and initial application plans were revised. Finally, a scheme for 54 chalets was approved at the farm in late 2016.  

The successful scheme will deliver considerable job creation in the two nearby market towns and provide much needed tourism accommodation for visitors to the area.

Work has started on site and the scheme will be delivered through 2018

Without Steve’s excellent guidance of the project from start to finish we would not now have planning permission.

Blackhall

Farmer Ian Brewis asked Steve Hesmondhalgh & Associates to look at the family’s entire farming estate around Blackhall and Hesleden in County Durham.

A 10 acre parcel of land was identified as having potential and Steve reached an agreement with the farmer to take the project on through the planning process. Extensive preliminary consultation with the local community involved meetings with Councillors, the Parish and the wider local community.  

The final scheme for 97 homes included a range of homes that responded to the positive feedback from local people and highway improvements specifically designed to address safety problems that existed in the area.

Speaking in favour of the application at Committee local ward councillors praised the work of Steve and the team in listening to the community.
